-An emergency meeting was in order for all local law enforcement. A single phone call was prepared to send out to all staff and officers. This was the reason why Alice woke up at five o’clock in the morning. -
-Alice walked into the percent and saw secretaries and operators running around as substantial amount of police officers was gathered in the main room. The phone lines were going off the hook. Captain Jack Mosley of Raccoon City Police Department stood in front of the crowd. He was giving a speech and Alice was catching the end of it. -
"The Mayor wants us to try to control the areas that has been siege by these--- killers."
-A map behind the Captain indicated the targeted areas. Perfect red circles indicating the radius of the infected areas and multicolored thumb tacks indicated the origin.-
“But these areas are steadily growing over time so, he's sending over a few guys from the Special Tactics And Rescue Service to provide assistance."
"Why isn't the whole S.T.A.R.S. unit coming over to provide assistant? It's dangerous out there! Those people.. These -- things aren't normal..."
-You did not have to read their minds or have them take polygraphs in order to know that everyone was thinking the same thing. Words of agreements was spoken throughout the herd of surrounding people. -
“People, people settle down, this is not what we need right now. I’m not the enemy. Out there” - He turns and pointed his finger towards the targeted areas on the map.- “Here. Here. And Here…They are, we need to stay together and calm.”
“Who can be calm when a situation like this happens?!”
“I know, Jackson. That's why we have to try our best and work with the S.T.A.R.S. team to get the job done. I can’t answer why we only have a limited amount of support -- only the Mayor Warren can.”
-Alice headed over to her desk. Which was a few paces away from the gathered group. She pulled out her badge and clipped it to her black jeans. She sat down and continued to listen to what was being said. The operators had stopped running around and began preserving the lines and writing notes on a yellow post-its.-
"People will want to evacuate the City and that is where someone of you will be posted to maintain and keep stability. Most of you will stay here to defend the city from the infected areas."
-More murmurs were heard. People where getting nervous which was understandable. A female voice rose above the group of faces.-
"With all due respect Captain, but I'm not staying. I have a family I have to make sure they are safe and that they are out of the city."
"As a police officer you are responsible for apprehending criminals, maintaining public order, and preventing and detecting crime. You have sworn an oath! ..Anyone who leaves will be placed under administrative leave, suspended without pay for five months or will be faced with termination if such departure is during his or her post.
“…I understand that you have families to protect, but you also have to protect the families of Raccoon City."
Silence, as people had to make personal decisions. Alice had no family… friends yes, and out of a handful of those friends she only had a few close friends. Nothing. No relationship to look back on, no siblings she thought she needed to protect. It was a weird way to find out that you’re alone. Through a tough decision to risk the lives of your loves ones or to stay and to honor an oath that many people only accepted for the pay. A brief moment of sorrow was seen as she slowly closed her eyes. And in the blink of her eyes it was gone. It was not the time, her logic mind spoke up and she complied. She pushed her regret down to dwell for another day. Or so she hoped..-
-Seeing as she had nothing to lose she would stay, if anything because she didn’t have a family and it was her duty as an officer. She was going to stay and protect it and the people who choose to stay too-. The Captain’s words snapped her out of her train of thought.-
“If you are going to go. Go now.”
-Alice observed the whole room as she watched to see who would leave. Some secretaries left. She watched as operators took off their headsets. Police officers walked out of the room. About 1 ½ half of Raccoon City police offices, dispatchers, and everyone in between left.-
“The first method of conduct towards these things is the rule of nonviolence until the Sergeant General say’s otherwise. You’ll be issued a few rounds of rubber bullets, wax bullets, and blank bullets. --
Alice watched as Emily, a secretary, walked over to the operating station and grab the post-its out of their hands. She glanced at them and walked over to the map behind the Captain as she draws circles over the map with the red marker she kept in her pocket. She looked at the notes again and begun putting new tacks in the newly created circles.
You are to use lethal force only when the chances of being infected are high. We don’t have any word yet if there is a cure or if the infected can be saved… So stay frosty and be on your guard.”
“Now that that's over with… will be keeping everyone updated with news from the Mayor and local broadcast news about the spread of the infection, cure, and stuff of that matter. You have thirty minutes to gather your stuff and head out to your post that will be given out to by Emily.”
-Again the office went to being busy, and as well Alice.
